Seasoned Medical Staffers Add Hallmark Homecare to Their Existing Business
Bob and Cheer Papworth are experienced entrepreneurs who were seeking growth opportunities in proven markets and an industry that they know well – healthcare. They will launch their Hallmark Homecare franchise business in two territories to start, one in Central Oregon and one in St. George, UT.

With a foundation in staffing and an understanding of the increasing need for homecare, Bob and Cheer diligently completed the franchise discovery process and are “fast-tracking” their Hallmark Homecare launch. Prior to starting their FlexForce Medical Staffing business, Bob worked for 20 years as a nursing home administrator (SN, AL, and Memory Care Facilities) and spent 3 years as a state surveyor. Cheer worked as a dental hygienist until 3 years ago when she joined the FlexForce team as the lead recruiter.
Hallmark Homecare is unlike the traditional homecare model because it’s a referral agency for caregiver recruitment and client matchmaking (the e-harmony of homecare). Clients save money, receive better care, and have more control. Caregivers earn higher wages and enjoy a better work arrangement. Franchisees enjoy a simple model, earn handsome profits, and make a difference in the lives of others. The low-investment model has a fast ramp-up, is scalable, and provides recurring revenue.
